Erroneous behavior was evident when opening the parameters of a custom dashboard. If the parameter list is delayed in querying, it does not display any parameters until they finish fully loading.

In changes, the parameter button is temporarily locked when opening a dashboard and waits for all parameters to load; when this condition is met the parameter button is enabled.
